Open Guidelines

1. Scope of Application

This specification applies to members of XOOBAY Global open stores.

2. General Requirements for Store Enrollment

Members of XOOBAY Global must meet the following conditions to open a store:

  1. Provide authentic and valid information about the store manager and pass the XOOBAY Global identity verification process.
  2. Meet XOOBAY Global's age requirements for store managers.
  3. Bind their XOOBAY Global account to a verified XOOWALLET and complete XOOWALLET account.
  4. Ensure the account’s actual controller has not been penalized for severe violations on other platforms, such as XOOCITY or YOCHAIN, or been involved in activities that severely compromise transaction security.
  5. Have not been restricted from open stores due to violations.

3. Requirements for Individual Store Enrollment

XOOBAY Global individual stores are categorized as natural person stores or sole proprietorships registered by natural persons. Each must meet the following criteria:

  1. If the store owner is a natural person, their personal identification must pass XOOBAY Global's identity verification process.
  2. If the store owner is a sole proprietorship, their business license information must pass XOOBAY Global's identity verification process.

4. Requirements for Corporate Store Enrollment

XOOBAY Global corporate stores are established by corporate entities other than sole proprietorships, including sole enterprises, partnerships, and corporations. Their business license information must pass Alipay verification.

5. Store Opening Limits

A single entity can open:

  • A maximum of 3 stores as a natural person or sole proprietorship.
  • A maximum of 5 stores as a corporate entity.

6. Store Reactivation

If a store created by a member has been fully released or deleted, members who meet this specification's store enrollment requirements can reactivate the store through the store creation process.

7. Effective Date

This specification takes effect on October 19, 2024, with the latest revision dated October 19, 2024.


Interpretation of Rules

1. What does "store manager" and "authentic and valid identity information" mean in the "General Requirements for Store Enrollment"?

  1. For individual stores or sole proprietorships registered by natural persons, the natural person is the store manager.
  2. For corporate stores, the store manager may include but is not limited to the legal representative, shareholders, or store operators, who are fully responsible for the store’s operations and management.

XOOBAY Global identity verification requires the store manager to provide authentic and valid identity information as per the system requirements, including but not limited to: identification details, valid contact information, and a real address.

2. What does "meet XOOBAY Global's age requirements for store managers" mean?

  • For individual stores, the manager must be at least 16 years old.
  • For corporate stores, the manager must be at least 18 years old.

This aligns with civil law stipulations:

  • Citizens aged 18 and above are considered adults with full civil capacity.
  • Citizens aged 16 to 18 who rely on their labor income as their primary source of livelihood are also regarded as having full civil capacity.
    Opening a store on XOOBAY Global is considered an activity of earning one's primary income, hence the minimum age requirement of 16 for natural persons.

Corporate stores require a valid business license, and the minimum age for business license registration is 18, thus the 18+ age requirement for corporate store managers.

3. What constitutes "severe violations" and "situations severely compromising transaction security" in the "General Requirements for Store Enrollment"?

  1. Severe violations include but are not limited to fraud, selling counterfeit goods, and serious infringement penalties.
  2. Situations severely compromising transaction security include but are not limited to:
    • A high volume of complaints or refund disputes within a short time, leading to significant buyer losses.
    • A large volume of substandard or misrepresented goods being delivered to buyers.

4. How is "one entity can only create one store" interpreted?

When opening a store as a natural person, sole proprietorship, or corporate entity, a single ID or business license can only be used to create one store.

5. What are the specific requirements for enjoying multiple store rights?

All existing stores under the same member must meet the following criteria:

  1. No severe violations, such as selling counterfeit goods, or accumulation of 12 or more penalty points for general violations in the past 365 days, and no other risk indicators.
  2. Meet specific operational conditions (e.g., transaction volume over the past 365 days reaches a defined threshold or consistent sales activity).

Example:
Xiao Ming uses Company X to open "Store A." If Store A meets the above conditions, Xiao Ming can apply to open a second store, "Store B," under Company X’s business license. If both Store A and Store B meet the criteria, Xiao Ming can apply for a third store, "Store C," under the same business license, and so on.
